In order to effectively stabilize pig production and ensure market supply, the Fujian Provincial People's Government's Office issued a circular on 10 measures to stabilize pig production and guarantee market supply on Sept. 6, which introduced many links in pig breeding, transportation, market supply and other industrial chains. A powerful measure. In order to protect the market supply, it has put forward a "window period" to support and guide the sales enterprises in a relatively stable price of live pigs, to further expand the scale of reserves, enhance the ability to control prices in the late market, do a good job in pork supply and financial support for parity stores, ensure the continuous sale and continuous supply of cheap pork, and strengthen pigs. Meat quality and safety supervision and market price supervision, crack down on all kinds of illegal and illegal acts such as fabricating and disseminating price increase information, pushing up prices, hoarding and curiosity, colluding with each other to manipulate market prices. In terms of stabilizing the scale of production, the notification requires that pig production be developed in accordance with the principle of "total quantity control and self-balancing". In the case of insufficient breeding capacity in counties and urban areas, it is necessary to immediately guide the raising of supplementary railings in accordance with the law when the environmental carrying capacity permits, so as to consolidate the basic production capacity of live pigs; and encourage the main selling areas where the production capacity of live pigs is insufficient to reach the main producing areas. Construction of pig production base in different places, construction of slaughter processing logistics system in situ, and explore the establishment of marketing areas to implement benefit compensation mechanism to ensure the long-term operation of the supply system.

In order to support the development of pig land, the notice allows pig farming land to use general arable land, and does not need to take up the balance for breeding purposes. The scale of production facilities such as pig farms, farm area corridors and green isolation belts is determined according to the scale of pig farming, and the current upper limit of 15 mu of subsidiary facilities land is cancelled. It also requires simplifying the procedures for examining and approving forests for pig farming land.

According to the notice, Fujian will give 2% discount support to the liquidity loan of pig farms and large-scale pig farms with up to 2,000 pigs per year discharged to meet the standards; give subsidies of 100,000 yuan to 200,000 yuan to the standard construction of pig transport vehicle washout centers; increase the insurance of able sows to 1500 yuan and raise them. The insurance coverage of fattening pigs has been increased to 800 yuan, and the insurance scale has been expanded actively. Meanwhile, land management rights, farming houses, large-scale farming machinery and live pigs have been explored to be included in the pledge scope. In addition, the circular put forward a number of specific policies on accelerating the cultivation and upgrading of core production capacity of pig industry, implementing measures for the prevention and control of African swine fever, and accelerating the construction of pork cold chain logistics system.
