"China's industrial green development from the reality, industrial energy consumption steady and sustained growth." Cui Zhiguang, deputy director of the Institute of Industrial Energy Conservation and Environmental Protection, Saidi Research Institute, Ministry of Industry and Information Technology of China, said in Delingha, Qinghai on September 19.

On the same day, "Green China Tour" - Entering the "Capital of Light and Heat" and the 4th Delingha Light and Heat Conference opened in Delingha City, Haixi Prefecture, Qinghai Province. According to Cui Zhiguang, World Energy Outlook 2019, even in the context of rapid transformation, carbon emissions from energy use will decline by about 45% by 2040, while 18 billion tons of carbon emissions will still be generated worldwide, of which 5 billion tons will be from industry. Therefore, from the international point of view, the green development of industry is the international trend; from the domestic point of view, the overall national development strategy is constantly upgrading.

In recent years, the number of provinces in Western China has been leading in the country. Since 2019, electricity consumption in central and Western China has been growing faster than the national average, and the situation of energy saving is grim.

"From the reality of China's industrial green development, from January to August 2019, China's industrial electricity consumption accounted for 70.1% of the total social electricity consumption, 110.68 billion kWh, an increase of 4.3% over the same period of last year, and the consumption of industrial energy continued to grow steadily and continuously; the energy consumption of high-energy-consuming industries continued to increase, and the speed of structural energy conservation slowed down." At the same time, China's central and western regions have a high proportion of heavy industries, and the sustained growth of high-energy-consuming industries has led to a rebound in energy consumption and greater pressure on energy conservation and emission reduction, Cui Zhiguang said.

Cui Zhiguang said, "In view of the realistic challenges we are facing, we propose to intensify structural adjustment, focus on promoting clean and low-carbon energy, with technological progress as the support, and promote the sustainable improvement of industrial energy efficiency. At the same time, we should innovate the system and mechanism to promote the construction of green manufacturing system in an all-round way. In particular, we should strengthen international energy cooperation, cooperate with key countries of "One Belt and One Road", encourage the export of advanced technology and equipment such as high-efficiency and clean coal-fired power generation, smart grid, wind power, photovoltaic power generation to developing countries, and contribute to global energy-saving, low-carbon and green development."
