PetroChina Gas Station Opens the Era of Electronic Invoice

On September 17, the reporter learned from the General Institute of Petroleum Planning that the invoice management system (hereinafter referred to as "invoice management system") commissioned by the General Institute of Petroleum Planning by the Group Finance Department and the Ministry of Information has entered the closing stage. With the completion of the promotion and implementation of Heilongjiang sales system, more than 20,000 petrol stations of PetroChina have fully opened the era of electronic invoices.
Zhang Zhenhua, Senior Engineer and Project Manager of the General Planning Institute, introduced that the invoice management system has four functions of "full scene, full ticket type, full cycle and full integration", specifically realizing the invoice management of the whole business scenarios of online and offline consumption and recharge of gas stations, as well as the whole of the invoices, rolls and special invoices. The function of ticket management covers the whole life cycle management from invoice claim to tax declaration. The system integrates information flow with the retail business system of gas station of group company. The application of invoice management system has effectively implemented the national tax policy. In May 2018 and April 2019, the State Administration of Taxation reduced the VAT tax rate twice, and adjusted the national commodity tax rate systematically. The success rate reached 100%. The application of invoice management system can further promote cost reduction and efficiency. According to estimates, the cost of paper, consumables, transportation and storage saved by electronic invoices alone is expected to exceed 100 million yuan per year. Through seamless integration of data, on-line invoicing is realized, which effectively prevents false invoicing and set invoicing, and reduces the tax risk of enterprises. The main sweeping invoice reduces the cashier's operating time, and the average invoice time is reduced from 3 to 5 minutes to about 15 seconds, which adds a sharp weapon to the construction of CNPC Gas Station 3.0. A customer sighed: "One sweep to open the ticket, save time and worry, not only can avoid the wrong invoice, but also can not get out of the car to refuel the invoice, very convenient." The complete establishment of invoice management system provides a strong support for tax analysis and tax planning in the sales sector and lays a foundation for invoice data analysis. With the continuous promotion of the electronic application of special invoices by the State Administration of Taxation, the comprehensive electronic management of invoices in the future is worth looking forward to.
