China's innovation index exceeded 200 for the first time in 2018

China's innovation index topped 200 for the first time in 2018, reaching 212.0 (compared with 100 in 2005), an increase of 8.6% over the previous year, doubling from 2005, according to data released by the National Bureau of statistics on Thursday. The scientific and technological strength and innovation ability have reached a new level. In terms of areas, innovation environment index, innovation input index, innovation output index and innovation effectiveness index all showed different degrees of growth compared with the previous year. Among them, China's innovation environment index was 225.8 in 2018, an increase of 10.9% over the previous year. The innovation input index was 194.1, an increase of 6.0% over the previous year. The innovation output index reached 264.1, an increase of 11.7% over the previous year. The innovation performance index was 164.1, an increase of 4.0% over the previous year. Deng Yongxu, chief statistician of the Department of social science and culture of the National Bureau of statistics, pointed out that the growth rate of China's innovation index in 2018 was the highest since it was measured in 2005; among the 21 indicators in four innovation sub fields, 20 indicators were higher than the previous year.

The results show that the innovation environment in China is continuously optimized. In 2018, the national financial expenditure on science and technology reached 951.82 billion yuan, an increase of 13.5% over the previous year. The ratio of fiscal expenditure on science and technology to that of the state has reached a new high since 2015, at 4.31%, 0.18 percentage points higher than that of the previous year. The effect of the new policy is remarkable. From the perspective of tax reduction and exemption, the industrial enterprises above Designated Size benefited 88.15 billion yuan, an increase of 54.7% over the previous year. In addition, the investment in innovation has been strengthened, and the investment in R & D has maintained a rapid growth. In 2018, the annual R & D investment reached 1967.79 billion yuan, an increase of 11.8% over the previous year, ranking the second in the world in terms of total investment; the innovation output has been improved rapidly. In 2018, the number of domestic patent application authorizations in China was 2.335 million, an increase of 35.7% over the previous year; the innovation effect continues to increase, and in 2018, China's large and medium-sized enterprises The ratio of new product sales revenue to main business revenue of industrial enterprises was 23.6%, 1.5 percentage points higher than the previous year, accounting for a new high since 2005. However, Deng Yongxu also pointed out that although the ability and efficiency of scientific and technological innovation in China are constantly improving, it still faces the shortcomings and challenges in the aspects of forward-looking basic research and disruptive technological innovation. It is still necessary to cultivate and run the endurance and explosive power of the leader by continuously accumulating R & D personnel and property investment, and constantly optimizing the allocation of scientific and technological innovation resources.
