Key points of national air pollution prevention and control in 2019

Recently, the Ministry of ecological environment of China issued the notice on printing and distributing the key points of national air pollution control in 2019. The key points of work aims to thoroughly implement the spirit of the national ecological and Environmental Protection Conference and comprehensively implement the relevant requirements of the three year action plan for winning the blue sky protection war. The key points of national air pollution prevention and control in 2019 are divided into ten key measures, which are divided into 32 points. The air pollution prevention and control work in petrochemical, chemical, industrial coating, packaging and printing, furniture manufacturing, artificial board, printing, pesticide, daily glass, casting and other industries are clearly indicated. First, complete the atmospheric environment objectives in an all-round way. In 2019, the annual average concentration of fine particulate matter (PM2.5) in cities that failed to meet the national standard decreased by 2% year on year, and the average excellent days ratio of cities at prefecture level and above reached 79.4%; the total emissions of sulfur dioxide (SO2) and nitrogen oxide (NOx) in China decreased by 3% year on year. Second, we will steadily push forward industrial restructuring. On the one hand, accelerate the formulation and revision of emission standards for key industries. Printing and distributing emission standards of air pollutants in pharmaceutical industry, fugitive emission control standards of volatile organic compounds and emission standards of air pollutants in paint, ink and adhesive industry, etc., speeding up the formulation and revision of emission standards of air pollutants in industries such as pesticide, furniture manufacturing, wood-based panel, printing, daily glass, casting, etc., and strengthening the implementation of relevant monitoring methods and standards join. Encourage all localities to formulate and implement stricter local air pollutant emission standards. On the other hand, accelerate the treatment of volatile organic compounds (VOCs) in key industries. Formulate and implement VOCs comprehensive remediation technical scheme for key industries, and clarify governance requirements for petrochemical, chemical, industrial coating, packaging and printing industries. In key areas, oil and gas recovery treatment of gas stations, oil depots and oil tankers will be completed in 2019. Actively cooperate with relevant departments to formulate and issue national standards for VOCs content limit of coating and other products. Third, solidly promote joint defense and control in key regions. We will formulate and implement action plans for tackling key areas in autumn and winter 2019-2020, and focus on pollution control in key periods.

 

To guide Chengdu Chongqing, Wuhan urban agglomeration, Beibu Gulf, Pearl River Delta and other regions to promote joint prevention and control of regional air pollution. We will continue to promote joint prevention and control of air pollution in the Yangtze River Delta region, strengthen emission control in key VOCs related industries, and promote unified regional control requirements. We will carry out in-depth control of unorganized emissions in key industries. Fourthly, consolidate the foundation of atmospheric environment management. Strengthen the construction of automatic monitoring network of district and county ambient air quality, realize direct data connection with China Environmental Monitoring Center, and set up air quality monitoring stations in state-level new areas, high-tech zones, key industrial parks and ports. Strengthen the construction of automatic monitoring system for key pollution sources, research and promote the listing of elevated sources and VOCs emission key sources in the list of key pollution discharge units, and include them in the scope of emission permit management, and strengthen the post permit management.
