In his speech before the conference, Chen Deming said that China has set up more than 900000 foreign enterprises in total, attracting more than $2.1 trillion in foreign investment. More than 490 of the world's top 500 companies have invested in China, and foreign enterprises have made indelible contributions to China's economic construction and expanded the space for their own development. " In 2018, China actually utilized US $1383 billion in foreign investment, an increase of 3% year on year. From January to November this year, 36747 new foreign-invested enterprises were established in China, and the actual use of foreign investment reached 8459 yuan, an increase of 6% year on year. " Chen Deming also said that after more than a year of trade frictions between China and the United States and 13 rounds of negotiations between the teams of the two sides, the signing of the first agreement is finally coming, which also provides good technical conditions for the better development of foreign enterprises in China. In addition, China's State Council recently issued a special document asking all parts of the country to take a more determined business environment as the task of governments at all levels, so foreign-funded enterprises will have a better development in China next year and will be more brilliant.

 

Chen Deming said that as an important bridge connecting China and the world, foreign-funded enterprises have always been in-depth participants, witnesses, contributors and beneficiaries of China's development. Foreign enterprises account for 2% of Chinese enterprises. It has absorbed 10% of the country's urban employment, created 40% of the country's import and export and 20% of the country's tax revenue, and played an indispensable role in China's stable economic development, structural adjustment, development promotion and people's livelihood. According to the introduction, since the country launched the targeted poverty alleviation campaign in 2017, foreign-funded enterprises have actively participated in poverty alleviation and become the new force of poverty alleviation of social forces in China. Through various forms such as education poverty alleviation, industry poverty alleviation, health poverty alleviation and employment poverty alleviation, targeted poverty alleviation has been carried out and many poverty alleviation projects have been implemented to play a role in China's poverty alleviation and development It has a positive effect. According to the survey and analysis report on the participation of foreign funded enterprises in poverty alleviation issued by the Research Center for social innovation and Rural Revitalization of School of public management, Tsinghua University, the sample analysis results show that the main driving force of foreign enterprises in poverty alleviation is to fulfill their social responsibilities and respond to the call for targeted poverty alleviation. The most important way for foreign-funded enterprises to help the poor is to carry out poverty alleviation projects in poor areas, and then to organize volunteers to carry out activities in poor areas. Comparatively speaking, donation only for poor areas is not the mainstream mode for foreign enterprises. Foreign funded enterprises participating in poverty alleviation usually involve more than one type of projects.
