Controlling coal consumption and developing clean energy in Harbin

The reporter learned from the development and Reform Commission of Harbin City, Heilongjiang province that in order to further reduce the coal pollution, Harbin will strengthen the treatment of coal-fired bulk burning such as winter heating, reduce the consumption of coal, reduce the consumption of coal by the end of 2020 by 1.685 million tons of standard coal, and on this basis, improve the proportion of clean energy. As the capital city of the northernmost Province in China, Harbin has a heating period of half a year. The huge demand for coal causes certain pressure on environmental protection. According to the recently issued total coal consumption control plan of Harbin (2019-2021), by 2020, the consumption of coal in Harbin will be reduced by 1.685 million tons of standard coal, and by 2021, the consumption of coal will be reduced by 2.603 million tons of standard coal. The proportion of coal consumption in energy consumption will be lower than that in 2018. Harbin will promote the use of clean energy (natural gas, electricity, geothermal, biomass energy, solar energy, etc.) and give corresponding subsidies. According to the introduction of Harbin Development and Reform Commission, Harbin will simultaneously carry out 13 key tasks, including industrial restructuring, energy science and technology innovation, improving heating efficiency of heat supply network, implementing clean transformation of key industries, promoting the development and utilization of natural gas, and developing geothermal and waste heat resources, so as to accelerate the promotion of clean energy to replace coal.
