Ministry of Commerce: Preliminary determination of dumping of imported phthalocyanine pigments from India

The Ministry of Commerce announced on October 31 that it had preliminarily determined that the dumping of imported phthalocyanine pigments from India had caused material injury to the domestic phthalocyanine pigment industry, and that there was a causal relationship between the dumping and material injury.

On March 1, 2022, the Ministry of Commerce announced that it decided to initiate an anti-dumping investigation against imports of phthalocyanine pigments from India (hereinafter referred to as the products under investigation).

It is reported that phthalocyanine pigments can be used in the coloring of paint, paint, ink, plastic, rubber, synthetic fiber pulp and other products, and as the raw material of some dyes (such as direct fast tracyllan GL, active tracyllan K-GL, etc.).

According to the announcement, the Ministry of Commerce decided to adopt the form of margin to implement the provisional anti-dumping measures. Starting from November 1, 2022, when importing the products under investigation, import operators shall provide the Customs with the corresponding deposit according to the deposit ratio of each company determined in the preliminary determination.
