The Party Committee and the provincial government of Shanxi last week issued the "Opinions on Deepening the Battle against Pollution" (hereinafter referred to as the "Opinions"), proposing to focus on energy, building materials, coking, chemical and other industries to further carry out the carbon peak campaign. We will focus on energy, industry and other sectors, as well as the coking and chemical industries, and further carry out the carbon peak action. We will actively participate in the construction of a national carbon emission trading market, and encourage key emission industries to incorporate green and low-carbon development into their enterprise development strategies. We will actively explore effective ways to shift from "dual control" of energy consumption to "dual control" of total carbon emission and intensity, accelerate the formation of incentive and restraint mechanisms for reducing pollution and carbon emissions, and implement the policy of excluding new renewable energy and raw material energy use from total energy consumption. Methane and other non-carbon dioxide greenhouse gases should be controlled and discharged without direct emission of high-concentration gas. We will improve the systems for statistical investigation, accounting, verification and supervision of emissions sources, and incorporate the control of greenhouse gases into the management of environmental assessment.
The guideline stressed that Shanxi will optimize and adjust its industrial structure and layout. We will strictly enforce environmental requirements for projects with high energy consumption and high emissions, strictly implement the requirements for reducing the number of areas in which pollutants are discharged, resolutely suspend the approval and construction of projects that do not meet the regulations, and implement inventory management, classified disposal and dynamic monitoring of projects that are planned, under construction or have already been completed. In accordance with the law and regulations, we will shut down backward production capacity and reduce excess capacity; prohibit the addition of coking, PVC, and caustic soda production capacity in key regions; properly control the scale of coal-to-oil and gas production capacity; basically complete the upgrading of new coal gasification processes for fixed-bed batch gas generators; and actively promote the upgrading of energy conservation and carbon reduction technologies in key industries such as coking and coal-to-chemical industries. To build a national green coking industrial base, by the end of 2023, we will withdraw from coke ovens with a height of 4.3 meters and other coke ovens that do not meet the ultra-low emission requirements.
The Opinions require taking the lead in carrying out in-depth governance of enterprises in the coking industry, continuously promoting ultra-low emission transformation of enterprises in the steel, cement and coking industries, implementing the upgrading and transformation of the dry coke quenching process in the coking industry, improving the standardized, standardized and differentiated management and control mechanism of the performance classification management of heavy pollution, and severely cracking down on the failure to implement emergency emission reduction measures according to law.
We will comprehensively promote the construction, upgrading and expansion of special railway lines for large industrial and mining enterprises, such as coal coking and coal-chemical industry enterprises, as well as large logistics parks and trading and distribution bases, improve the mechanism of joint construction and sharing of special railway lines, and increase the proportion of overseas coal and coke transferred to railway.
We will carry out environmental investigations and assessments in key areas such as hazardous waste-related enterprises and chemical parks, and strengthen standardized, information-based and intelligent supervision over the whole life cycle of hazardous waste. It will strengthen the construction of centralized sewage treatment facilities in industrial parks and development zones, carry out differentiated and precise upgrading of sewage treatment plants, and promote the overall matching of hazardous waste utilization and disposal capacity with the production and waste situation in Shanxi Province.
At the same time, the Guideline also makes relevant arrangements for the development of new and clean energy, including promoting the increase of unconventional natural gas storage and production, orderly promoting the development of hydrogen energy, methanol, geothermal energy and biomass energy, and promoting the construction of large-scale scenery bases and multi-scene integrated development of photovoltaic power generation.
