Shanghai issued the '14th Five-YearPlan' energy conservation and emission reduction implementation plan
Recently, the Shanghai Municipal People'sGovernment issued the "Fourteenth Five-Year Plan" comprehensiveenergy conservation and emission reduction implementation plan.
The Program proposes that by 2025, energyconsumption per unit of GDP will drop 14% compared to 2020, total energyconsumption will be reasonably controlled, and emission reductions of fourmajor pollutants - nitrogen oxides, volatile organic compounds, chemical oxygendemand and ammonia nitrogen - will reach 13,000 tons, 0.99 million tons, 16,300tons and 0.12 million tons, respectively. Energy saving and emission reductionpolicy mechanism more sound, the key industries energy use efficiency and majorpollutant emissions control level basically reached the international advancedlevel.
The "Program" proposed toimplement the key industries green upgrade project, park energy saving andenvironmental protection project, clean and efficient use of coal project andother ten key projects. Among the key industries green upgrade project, willfocus on iron and steel, petrochemical and chemical, power generation and otherkey industries, to promote energy-saving transformation and deep treatment ofpollutants. By 2025, the energy consumption per unit of added value inregulated industries will drop by 14% compared to 2020, and the proportion ofproduction capacity in key industries such as oil refining, ethylene andammonia will reach the benchmark level will exceed 30%.
Among them, the park energy-saving andenvironmental protection enhancement project will focus on the transformationand upgrading of inefficient industrial parks, and promote the overalloptimization of industrial park energy systems and comprehensive pollutionremediation. Build a park energy consumption monitoring platform, andvigorously promote the overall energy efficiency of the park. Deepen the park'srecycling transformation, promote the common construction and sharing offacilities, energy laddering, sewage treatment, recycling and reuse. By 2025,all parks above the municipal level with transformation conditions will havecompleted recycling transformation.
Clean and efficient use of coal projectwill continue to implement key enterprises to control the total amount of coalconsumption, grasp the clean and efficient use of coal. The implementation ofthe existing coal power "three changes" transformation, promote thereplacement of backward coal-fired units of equal capacity, accelerate theclean transformation of self-provided power plants. Promote the implementationof the overall transformation of Wujing and Gaoqiao areas, and further reducecoal consumption in petrochemical and chemical industries. By 2025, coalconsumption will be reduced by about 5%.
VOC comprehensive remediation project willpromote a new round of comprehensive treatment of VOC emissions, petrochemical,chemical, industrial painting, packaging and printing, oil and organic liquidstorage, transportation and marketing, industrial parks and industrial clustersinvolving VOC emissions and other six areas to carry out "a plant aprogram" special treatment.
