Special investigation of hidden dangers in the chemical and hazardous chemicals sector to strengthen the 'three-focus'
Recently, the Ministry of Emergency Management held a special press conference on the 2023 action of national special investigation and rectification of major accident hidden dangers in Beijing. Liu Li, Deputy Director of the First Department of Risk and Chemical Supervision of the Emergency Management Department, answered the deployment of hazardous chemicals related to the special action.
Liu Li pointed out that in this special action, the chemical and hazardous chemicals field will be in accordance with the "one prevention and three improvements" (prevention and control of major security risks, improve the intrinsic safety level, personnel skills and quality level, informationized intelligent control level) in the general idea, solidification, deepening, and expansion of the three-year special rectification and risk centralized governance effect, and focus on strengthening the "three focus", We will do a good job in the investigation and rectification of potential major accidents.
First, focus on prevention and control of major security risks. Combined with the key points of the annual safety supervision of hazardous chemicals and 9 special work plans, the special investigation and rectification work will be carried out for enterprises with major safety risks, such as major sources of danger, high-risk subdivision fields, old equipment, chemical industry transfer, and equipment and facilities with "disease" operation. At present, the work of the special management of hazardous chemical safety risks is under way, and the first round of major hazard sources of this year "elimination of cooperation" supervision and verification has been launched recently.
Second, focus on the implementation of the main responsibility of enterprises. Urge and urge relevant enterprises to carry out self-inspection in strict accordance with the judgment standards for major production safety accidents of chemical and hazardous chemicals and the guidelines for the investigation of special safety risks and hidden dangers of all types of hazardous chemical enterprises, and form "two lists" of hidden problems and rectification measures; Major hidden dangers of accidents were entered into the information system, and local emergency management departments at all levels continuously tracked the rectification progress of major hidden dangers of accidents online, checked the quality and effect of rectification offline, and ensured that major hidden dangers were closed loop eliminated one by one through online and offline means.
Third, focus on precise and strict law enforcement. A few days ago, the Ministry of Emergency Management issued the guidance directory of the key matters of law enforcement inspection of hazardous chemical enterprises in 2023, which clarified the basis for law enforcement inspection and punishment of 29 key matters. Guide all localities to highlight key enterprises and key places, carry out accurate law enforcement inspections according to the guidance directory of key matters, and strictly punish enterprises for self-inspection forms, frequent investigations of major hidden dangers, failure to rectify hidden dangers, and lack of in-depth punishment, and stop production rectification or temporarily suspend safety production licenses if they fail to meet safety production conditions according to law.
