India Adjusts Anti-dumping Duties on China's Natural Mica Pearlescent Industrial Pigments

On 22 November 2023, the Department of Revenue of the Ministry of Finance of India issued Circular No. 13/2023-Customs(ADD) stating, Accepting the final anti-dumping interim review recommendation made by the Ministry of Commerce and Industry of India on 30 September 2023 on Natural Mica based Pearl Industrial Pigments excluding cosmetic grade originating in or imported from China, Decided to modify the anti-dumping duty on the products involved in the case in China, the adjusted tax amount is 299 ~ 3144 US dollars/metric ton, of which the manufacturer Fujian Kuncai Material Technology Co., Ltd. is 299 US dollars/metric ton, and other Chinese producers are 3144 US dollars/metric ton (please refer to the anti-dumping Interim review final ruling Announcement for details of taxation), The measures are valid until 25 August 2026. The case involves products under Indian Customs codes 32064990, 32061900, 32041759, 32041739, 32041720, 32041790, 32071040, 32061110 and 32061190.

 

On May 9, 2020, the Ministry of Commerce and Industry of India launched an anti-dumping investigation into non-cosmetic grade natural mica pearlescent industrial pigments originating in or imported from China. On June 8, 2021, the Indian Ministry of Commerce and Industry made a positive final anti-dumping ruling on the case. On August 26, 2021, the Indian Ministry of Finance and Revenue Bureau issued notification No. 47/2021-Customs (ADD), deciding to impose a five-year anti-dumping tax on China’s non-cosmetic grade natural mica pearlescent industrial pigments, with a tax amount of 214 to 5529 US dollars/metric ton, of which the manufacturer Fujian Kuncai Material Technology Co., Ltd. is US$214/metric ton, and other Chinese manufacturers are US$5,529/metric ton.

 

On September 30, 2022, the Indian Ministry of Commerce and Industry launched an anti-dumping interim review investigation on non-cosmetic grade natural mica pearlescent industrial pigments originating in or imported from China, to examine whether it is necessary to re-determine the dumping margin and damage margin and increase the current anti-dumping duties of the producer Fujian Kuncai Material Technology Co., LTD. The Indian customs code of the product involved is 320611. On September 27, 2023, the Indian Ministry of Commerce and Industry made a positive final ruling on the case. The Indian customs codes of the products involved are 32064990, 32061900, 32041759, 32041739, 32041720, 32041790 and 32071040.
