Heilongjiang: 'Five Efforts' to Ensure the Spring Farming

The reporter at the Heilongjiang Province Spring Farming Production Site Promotion Conference was informed that in order to stabilize grain production, ensure the smooth opening of the spring farming production, ensure that the province's grain planting area should be stable at more than 200 million mu, the grain output stable at more than 150 billion kg, the province's top and bottom priority should be to overcome difficulties, optimize the structure, do a good job in spring sowing, and improve it. 

According to the forecast of meteorological department, there is a low temperature period during spring tillage in Heilongjiang Province this year, which is prone to "late spring cold" and soil moisture shortage in many areas. Relevant departments should pay close attention to meteorological changes, overcome difficulties, prepare ahead of time, deploy ahead of schedule and overcome unfavorable factors such as natural conditions in view of possible problems; take the structural reform of agricultural supply side as the main line, adhere to the general idea of "stabilizing grain, expanding beans, controlling rice and increasing economy", and guide farmers to rationally adjust their planting structure to promote agriculture and income. This year, the planting area of maize and soybean in Heilongjiang province should be adjusted to about 90 million mu and 58 million mu respectively, and the area of characteristic crops in Heilongjiang province should reach 21 million mu. Spring sowing should be taken as the first battle to capture the harvest of agriculture in the whole year, and every effort should be made to seize the time, progress and moisture content of agriculture. Standardized production should be carried through the whole process of spring farming production to ensure the improvement of agricultural quality and efficiency. This year, in view of the situation that the heat of crops may be insufficient during the growing season, the effective accumulated temperature of maize varieties and soybean varieties should be returned to 200 and 100 effective accumulated temperature of soybean varieties should be returned to 100 effective accumulated temperature. We should take green development as the leading factor, change the mode of agricultural development, expand the area of green and organic certification to 81 million mu, and reach 40 million mu of the high standard demonstration area of "three reductions" in agriculture.
