Special Inspection of Safety Production in 33 Chemical Parks in Liaoning

On May 16, the Liaoning Provincial Security Committee issued a circular, deciding to carry out a special inspection of production safety in the provincial chemical industry parks from now on to July 10, in order to compact the main responsibility of enterprises, effectively eliminate hidden dangers of production safety accidents, resolve major safety risks, resolutely prevent and curb major and extraordinary accidents, and ensure the stability of the production safety situation in the provincial chemical industry.

The scope of this inspection is 33 chemical parks and chemical enterprises in the whole province. The Park focuses on safety protection distance and risk assessment, management and control, emergency rescue capacity building, Park project, park public safety facilities and "integration" construction; enterprises focus on 15 aspects, such as safety production responsibility system, safety production rules and regulations, operation rules and regulations.

Notification requires that all regions should formulate work programs, strengthen the implementation of responsibilities, effectively check an enterprise, warn a class of enterprises and upgrade a number of enterprises. For enterprises whose investigation and rectification work is not timely and in place, such measures as warning, interview and notification shall be taken; for those enterprises which are in violation of laws and regulations in production safety, potential dangers of major production safety accidents and do not meet the conditions for production safety, the production shall be stopped firmly, the closure shall be firmly closed down, and the elimination of such enterprises shall be resolutely eliminated.

In order to deeply absorb the "3.21" particularly serious explosion accident of Jiangsu Xiangshui Tianjiayi Chemical Co., Ltd., and the "4.15" major fire poisoning accident of Shandong Jinan Qilutian and Huishi Pharmaceutical Co., Ltd. and the prosperity of Hebei Province. According to the instructions of the leaders of the provincial government, the Provincial Security Committee decided to immediately carry out special inspection of production safety in the provincial chemical parks, compact the main responsibility of enterprises, effectively eliminate hidden dangers of production safety accidents, focus on resolving major safety risks and resolutely guard against and contain serious problems. Major accidents ensure stable production safety in chemical industry. 

Enterprises'key inspections include: whether the responsibility system for production safety, the rules and regulations for production safety, and the operating rules are fully implemented; whether safety production management institutions are set up according to law; whether full-time safety production managers and registered safety engineers are allocated according to regulations to engage in safety production management; whether new and transferred employees are trained and assessed according to regulations; and whether special operators are on duty with certificates. Circumstances; Whether the principal person in charge of the enterprise fulfills the legal safety duties and strengthens the daily management of the enterprise; whether the enterprise establishes the safety risk account, and whether it formulates effective control measures for the identified major risks; whether it establishes the work list of checking and managing the hidden dangers in production safety, and realizes the closed-loop management; whether it establishes the working mechanism to carry out the anti-three violations activities continuously. Whether the safe distance between the enterprise and the surrounding important places, facilities and regions meets the requirements of relevant national standards and norms; whether the work ticket filling in the normative and implementation in special operation management; the contractor qualification examination, whether the contractor carries out safety education before entering the factory, whether the contractor safety management system is formulated, whether the safety production management agreement is signed with the contractor; Whether the production facilities and storage facilities of "two key points and one major" can be automatically controlled; whether flammable, explosive, toxic and harmful gaseous chemicals are equipped with flammable, explosive, toxic and harmful media leakage alarms and other safety facilities and put into use effectively; whether the solid waste treatment links of enterprises comply with relevant regulations; whether the problems and hidden dangers pointed out in the previous safety inspection have been rectified or not.
