Three-year Action Plan for Promoting High-quality Development of Coal Industry

"Yunnan Coal Industry High Quality Development Three-year Action Plan (2019-2021)" (hereinafter referred to as "Action Plan") has recently come out. The Plan of Action clearly states that market-oriented and legalized means should be adhered to to to promote the elimination of backward production capacity in the coal industry. By the end of 2021, the number of coal mines in the whole province will be controlled within 200, and small coal mines with production capacity of 300,000 tons/year or less will be orderly guided to shut down and withdraw before the end of 2021.
In order to reduce the number of coal mines, reduce the number of households of coal mining enterprises, improve the level of safety and security, and promote the high-quality development of the coal industry, the Action Plan has set a three-year development goal: in 2019, the output of raw coal in the province will be controlled within 48 million tons, the total industrial output value will be 42 billion yuan, the total profit and tax will be 8 billion yuan, and the raw coal will be 100 million yuan. By 2020, the output of raw coal in the whole province will be controlled within 58 million tons, the total industrial output value will be 50 billion yuan, and the total profit and tax will be 10 billion yuan. Coal mines overlapping with nature reserves, scenic spots and drinking water source protection areas (hereinafter referred to as "three districts") should be retreated, with raw coal of 1 million tons. By 2021, the output of raw coal in the province will be controlled within 80 million tons, the total industrial output value will be 100 billion yuan, the total profit and tax will be 18 billion yuan, and the death rate of raw coal will be lower than the national average.
In order to achieve the above-mentioned goals, our province will adopt the methods of closing a batch, implementing capacity replacement and withdrawing a batch, upgrading and upgrading a batch, ensuring supply and reserving a batch, eliminating backward coal production capacity. By the end of 2021, small coal mines with capacity of 300,000 tons per year or less will be orderly guided to close down and withdraw; by the end of 2020, it will have three districts. ” Overlapping areas are classified as prohibited mining areas. Coal mines whose mining rights are set before the end of 2020 and whose mining scope overlaps with the "three areas" will be closed and withdrawn before the end of 2020. Coal mines located within the prohibited mining areas of other types of protected areas shall be closed and withdrawn in time according to the prescribed time limit. At the same time, we should encourage advanced production capacity to eliminate backward production capacity, guide backward coal enterprises to be included in the scope of production capacity, and take the way of index trading to participate in the replacement of production capacity.
In order to improve the coal mine safety and security capability in an all-round way, our province will intensify the technical transformation of coal mine safety and implement safety transformation for all coal mines. By the end of 2021, more than 12 first-class safety production standardized coal mines will be built.
In order to help implement the action plan, the provincial finance will increase its financial support. From 2019 to 2021, the provincial finance will allocate 2 billion yuan of special funds for the three-year action plan for the high-quality development of the coal industry, of which 1 billion yuan will be injected into the provincial coal industry group to increase its capital and 1 billion yuan will be used to support the coal mine "five modernizations" transformation and upgrading project. At the same time, local finance should provide corresponding funds.
