Two ministries issued documents to support new agricultural management subjects

The three-dimensional compound modern agricultural management system is based on household management, linked by cooperation and alliance, and oriented by market demand.

The Circular refines the main support contents of the central finance: First, to carry out the primary processing of agricultural products. Supporting farmers'cooperatives and family farms to apply advanced technology, enhance green and standardized production capacity, carry out primary processing and staple food processing of agricultural products, and build facilities for cleaning and packaging, refrigeration and preservation, storage and drying. We will support leading enterprises in agricultural industrialization to drive farmers'cooperatives and family farms, and carry out technological research and development, pilot-scale integration, construction of processing facilities and upgrading of technological equipment in the whole industrial chain. The second is to improve the level of product quality and safety. Notice pointed out that the target of support includes farmers'cooperatives at or above the county level, family farms and agricultural industrialization consortium, among which other farmers' cooperatives in poor counties can be relaxed to regulate operation; family farms mainly support family farms (family ranches) included in the family farm list of agricultural and rural sectors; The Agricultural Industrialization Consortium mainly supports the internal members of the Consortium with standardized organization and management, perfect agricultural mechanism and obvious economic benefits. In particular, the circular stressed that the number of farmers'cooperatives, family farms and other new agricultural operators involved in the production of large-scale agricultural products, such as grain, should account for a certain proportion.

In terms of support modes, local governments can make overall use of appropriate scale operation funds and self-owned financial resources in the central financial funds for agricultural production and development according to actual conditions.
