Railway investment of 800 billion yuan will be completed in 2020
In 2020, China will complete 800 billion yuan of railway investment. On December 26, Li Xiaopeng, Minister of the Ministry of transport, made the above statement at the 2020 national transportation work conference. In addition, according to the data released by China National Railway Group Co., Ltd. (hereinafter referred to as "China Railway Group"), in the first 11 months of 2019, the national railway fixed asset investment completed 685.207 billion yuan, a year-on-year decrease of 3.12%. By the end of 2019, the national railway investment has slowed down significantly. From 2016 to the first 11 months of 2018, the investment in fixed assets of National Railways was 699.909 billion yuan, 702.007 billion yuan and 707.298 billion yuan respectively, showing that the current completion volume is the lowest in the past four years. According to the 2019 government work report, the railway investment is expected to be 800 billion yuan, 85.65% of which has been completed. In December 2019, China Railway Group will have to complete at least 114.793 billion yuan to ensure the completion of the task, which will reach the extreme value of this year's single month investment task, with a month on month increase of over 83.15%. People from China Railway Group told China Business Daily that railway investment has been in the "low before and high after" mode over the years. In the last quarter, especially in December, railway investment is generally the highest point of the whole year, and there is no problem in 2019 to ensure the completion of investment tasks.
According to the statistics of China business daily, from December 2014 to December 2018, the fixed asset investment of China Railway Corporation, the predecessor of China Railway Corporation, was RMB 192.537 billion, RMB 240 billion, RMB 101.591 billion, RMB 98.993 billion and RMB 95.502 billion respectively. Although it has slowed down in recent two years, it is still the high value of the average monthly investment in that year. Lu Dongfu, chairman of China Railway Group, stressed at the quarterly party construction and operation meeting of China Railway Group held on October 12 that in the fourth quarter, we should ensure the completion of 800 billion yuan of railway investment tasks and physical workload in accordance with the sequence of "ensuring the opening, construction in progress and commencement", especially the completion of the projects to be opened within the year The completion acceptance, safety assessment, operation preparation and other work shall fully realize the system goal of construction in accordance with laws and regulations. People from China Railway Group told China Business Daily that at present, the completion of railway investment is generally stable and the progress is normal. He pointed out that this year, the investment in railway construction projects will face the problem of the alternation of the old and the new, and a number of major railway construction projects will be completed and put into operation.
Higher requirements will be put forward for the commencement and construction of the next railway construction projects and project reserves. The latest data released by China Railway Group also shows that in 2019, 50 projects and new lines will be put into operation, with more than 7000 kilometers, including 20 high-speed rail projects and new lines exceeding 4000 kilometers. The national railway business mileage will reach 139000 kilometers, including 35000 kilometers of high-speed rail. According to the statistics of China business daily, since 2009, the investment in fixed assets of railway began to increase on a large scale, of which 842.652 billion yuan was completed in 2010, the highest peak; in 2011, Liu Zhijun, the former Minister of the Ministry of railways, fell off the horse, and the "July 23" motor car accident triggered a nationwide shock, and the investment in fixed assets of railway slowed down significantly, only 590.609 billion yuan, down 35% year-on-year, falling to the lowest level. 2011 has also become the only year that railway investment has not completed the plan so far. From 2012 to 2018, RMB 630.98 billion, RMB 663.8 billion, RMB 808.8 billion, RMB 823.8 billion, RMB 801.5 billion, RMB 801 billion and RMB 802.8 billion were respectively completed. Although the completion of fixed assets investment in 2018 is not the highest year, the proportion of over completion has set a record since its establishment. In 2018, the planned investment in fixed assets of the national railway was 732 billion yuan, and the investment task was over fulfilled by 70.8 billion yuan, over fulfilled by 9.67%.
