Gas liquid two-phase bottled gas shall not be used in restaurants
On January 7, the 13th meeting of the Standing Committee of the 13th National People's Congress of Jiangsu Province was held, and the gas management regulations of Jiangsu Province (Draft for three times of deliberation) (referred to as "deliberation draft") were submitted for deliberation. According to the draft, gas-liquid two-phase bottled gas shall not be provided to catering users. According to the previous review opinion report of the environmental protection and Resources Committee of the Standing Committee of the provincial people's Congress, according to the investigation in Jiangsu Province, there are many safety accidents and hidden dangers in the self-employed bottled gas industry. Some provinces and cities have stipulated that individuals are not allowed to engage in bottled gas business. Shao Weiming, chairman of the Legislative Affairs Committee of the provincial people's Congress, said at the meeting that the relevant units of the province proposed to establish a real name system for the sale of bottled gas and further strengthen the supervision of the user end.
According to the deliberation draft, bottled gas operators shall abide by eight provisions, including the establishment and improvement of user service information system, the implementation of user file management, the implementation of real name sales, the issuance of gas supply use certificates to users, and the regular submission of user management and other information to the gas authorities. It is forbidden to use bottled gas in underground or semi underground buildings or high-rise buildings. In the street snack restaurant, we often see the shopkeeper stir fry with a small stove. This is to use gas-liquid two-phase bottled gas with large flow, which can produce a sudden fire. The reporter of Modern Express noted that the review draft made it clear that bottled gas should not be provided to users who did not sign a gas supply contract, and gas-liquid two-phase bottled gas should not be provided to catering users. In case of violation, the competent gas authority shall order correction within a time limit and impose a fine of not less than 10000 yuan but not more than 100000 yuan. Catering users shall not use gas-liquid two-phase bottled gas, and shall not use bottle group gas supply in violation of regulations. Encourage the use of pipeline gas in restaurants. The following users shall install and use gas leakage safety protection devices: (1) catering users; (2) those who use gas in indoor public places; (3) those who use pipeline gas in underground or semi underground buildings that meet the gas use conditions.
