Shandong to implement the hazardouschemicals 'one enterprise, one product, one code'

   On October 10, the emergency department of Shandong Province wasinformed that the province's chemical enterprises and chemical-related productswill implement the "one enterprise, one product, one code"identification management of hazardous chemicals to further strengthen safetyrisk identification and control, and strict prevention of accidents.

 

   The provincial emergency department stressed that every hazardouschemical production and import enterprise in the province should have acorresponding and unique safety information QR code for each hazardous chemicalproduced and imported to provide information technology support for theaccurate supervision and efficient transmission of hazardous chemicalsinformation.

 

   According to the requirements of the provincial emergency department, bySeptember 30, 2022, the provincial enterprises producing and importinghazardous chemicals should approve, update and supplement the enterpriseregistration information in a timely manner as required. After the relevantinformation is reviewed and approved, the safety information code of eachhazardous chemical produced or imported by the enterprise will be automaticallygenerated, downloaded and incorporated into the chemical hazard informationmanagement.

 

    BeforeOctober 30, 2022, enterprises producing or importing hazardous chemicals in theprovince should print or post the safety information codes on the packaging(including the outer packaging parts) of hazardous chemicals, which can also beprinted on the blank of chemical safety labels to facilitate downstream usersand government regulatory departments, emergency rescue teams, relevantpersonnel, etc. to obtain chemical safety information through digitaltechnology.

 

   In addition, the provincial emergency department emphasizes that, firstof all, the safety information code should be docked with the transportationlink for application. Promote the application of "one enterprise, oneproduct, one code" for dangerous chemicals and the docking of electronicwaybill scenarios for dangerous goods, and improve the comprehensivesupervision mechanism of all relevant departments in coordination and linkage.

 

   Secondly, enterprises should keep abreast of the safety information ofpurchased chemicals. Enterprises producing, operating (with storage) and usingdangerous chemicals should obtain safety information codes, chemical safetytechnical manuals and chemical safety labels from suppliers, so as to grasptimely, accurate and comprehensive safety information of outsourced chemicalsand establish sound digital files of chemical hazard information.

 

   Thirdly, all chemical safety information should be thoroughly mappedout. For chemicals without safety information codes or "one book and onelabel", enterprises should conduct timely, accurate and comprehensiveidentification and grasp their safety information one by one.
