Inner Mongolia clarifies the scope and process of coal classification and transfer for chemical raw materials

 In order to accelerate the establishment of a classified transfer system for coal mining rights for chemical raw materials and ensure the demand for coal production in chemical projects, the People's Government of Inner Mongolia Autonomous Region recently issued the "Inner Mongolia Autonomous Region Regulations on the Classification and Transfer of Coal for Chemical Raw Materials".

The Provisions make it clear that chemical coal shall be transferred as raw coal. In line with the coal resources used as raw coal for chemical projects, the classified transfer of coal for chemical raw materials shall be implemented, and priority will be given to ensuring the production of chemical projects.

The Provisions also specify that chemical enterprises that have obtained project procedures in accordance with laws and regulations and operate in accordance with laws and regulations may be included in the scope of transfer of coal used as chemical raw materials. According to their functions and responsibilities, the relevant departments of the autonomous region shall establish a directory of the scope of transfer of coal for chemical raw materials.

The Provisions require that the governments of all leagues and municipalities establish coal blank areas and coal corner resource lists that meet the demand for chemical coal, divide chemical projects into fuel and non-fuel chemical projects according to the coal demand of chemical projects, study and formulate a classification and transfer plan for coal for chemical raw materials according to the situation of fuel, non-fuel and unallocated resources, new construction, and capacity expansion, and give priority to projects that have not yet obtained coal for chemical raw materials; In principle, chemical projects that have obtained coal for raw materials that basically meet chemical needs will not sell new coal resources.

The process of coal classification and transfer of chemical raw materials is divided into two categories: coal blank area and coal corner resources.

The Provisions require that the local league municipal government and the bidder sign an agreement on the construction of chemical projects, the production and sale of chemical raw coal and the integrated development and utilization of coal corner resources, clarify the time limit for the construction and commissioning of chemical projects, and if the construction is not carried out within the time limit, the relevant departments of the autonomous region shall suspend the procedures for approval, approval, filing, registration and other procedures for coal mine construction; If it is not completed and put into operation within the time limit, the autonomous region shall take back the transferred mining rights and refund the proceeds from the transfer of mining rights paid in accordance with the agreement.
