ENEOS and Mitsubishi Chemical Unveil Facility to Convert Plastic Waste into Oil Targeting 100% Circularity

ENEOS and Mitsubishi Chemical have completed a cutting-edge chemical recycling plant at the MCC Ibaraki site, leveraging Mura Technology’s Hydro-PRT process to turn discarded plastics into valuable oil. The project, which began in July 2021, marks a major milestone in Japan’s quest for carbon neutrality and a circular economy.


The Hydro-PRT method uses supercritical water to break down a wide range of plastics at a molecular level, producing oil that can be reused as feedstock in refineries and crackers. This approach ensures that materials which once ended up in landfills are now reintroduced into the production chain—fueling everything from petrochemicals to new plastics.


The newly launched facility is seeking ISCC PLUS certification, an international standard for sustainable products. Once approved, ENEOS and Mitsubishi Chemical will be able to deliver a broad portfolio of products made from recycled oil, reinforcing their commitment to responsible manufacturing.
