Ten thousand yuan GDP energy consumption is 0.1328 tons of standard coal, 20.85 cubic meters of GDP water, 4.1 million square meters of green civil building marking project completed and declared, 600,000 square meters of public building energy-saving renovation project and 1.57 million square meters of green industrial building marking project. This is the "Green Development" report card handed over by Beijing Economic Development Zone in 2018.

At present, Beijing Jingkai District is studying and formulating a special fund policy for environmental protection in the new area in 2019, which will give strong support to energy-saving technological transformation of enterprises and building energy-saving. In addition, the Economic Development Zone will further build a "livable and industrial green city" by strengthening the basic capacity building of energy measurement, promoting the transformation of scientific and technological achievements such as new technologies and new products in the field of energy measurement, giving full play to the basic role of energy measurement in reducing energy consumption and increasing economic benefits.

This is what Sheng Licheng, deputy director of the Beijing Economic and Technological Development Zone Administrative Committee, disclosed at the "Promotion of the Demonstration Project of Energy Resources Measurement Services of Beijing State Key Energy Resources and the Initiation Conference of Energy Measurement and Testing Services of Jingkai District" held by the Beijing Market Supervision and Administration Bureau on 16th. It is understood that the Development Zone has promulgated the "Beijing Economic and Technological Development Zone Green Low Carbon Cycle Development Action Plan" and the first "National Green Industrial Architectural Design Guidelines for Development Zones" to strengthen the management of resources and energy utilization, improve the comprehensive utilization efficiency of energy, and promote energy-saving technological transformation of enterprises.

According to the introduction of rope Licheng, the Development Zone actively constructs a high-end industrial structure with low consumption and low emission, speeds up the transformation and upgrading of disadvantaged industries and traditional industries, continuously promotes the Park recycling transformation and green factory construction, gradually highlights the characteristics of green industry, and continuously improves the level of low-carbon energy. The data show that in 2018, the energy consumption of 10,000 yuan GDP in the whole region was 0.1328 tons of standard coal, down by 2.11% compared with the same period last year, and the water consumption of 10,000 yuan GDP was 2.85 cubic meters, which ranked the leading position in the same kind of parks in China. By the end of 2018, the development zone has completed and declared 4.1 million square meters of green civil building marking project, 600,000 square meters of public building energy-saving renovation project and 1.57 million square meters of green industrial building marking project. It is worth mentioning that energy measurement is becoming an important grasp of green development and low-carbon transformation. Taking Beijing as an example, according to the relevant person in charge of the Capital and Environment Department of the Beijing Development and Reform Commission, under the basic guarantee of energy-saving capacity of energy resources measurement, Beijing has reached the "over-fulfillment level" in the national energy-saving assessment for 12 consecutive years since the 11th Five-Year Plan. Restricted by energy-saving indicators, the industrial structure is optimized and upgraded to achieve energy-saving and emission reduction results and promote high-quality economic development.

Sheng Licheng said that a series of energy measurement related work, such as tapping space for energy conservation and consumption reduction by means of energy measurement, developing energy measurement and testing services in key industries, upgrading the level of information and intelligent energy resources measurement, improving the energy measurement standard system and implementing schemes of energy conservation and emission reduction, were conducive to promoting green low energy supply and consumption in development zones. Carbon transformation is conducive to improving the level of energy refinement management in development zones, guiding development zones to build high-end industrial structure with low consumption and low emissions, speeding up the formation of a green low-carbon cycle development model, and leading the green development of industrial parks in the city by demonstration.

In 2019, the development zone will continue to play an important role in energy metering review and metering testing services. According to Ma Yuntao, deputy general manager of Beijing Jingkai Intelligent Control Company, in 2019, we will organize energy metering review and classified metering and testing services for key energy-consuming units in Jingkai District, promote the construction of energy metering standard system in Jingkai District, tap energy-saving potential, promote more detailed and quantified energy-saving policies and measures, and further promote the demonstration of energy resources metering services in the Development Zone. 

At the meeting, four license-granting ceremonies were held for the Beijing Institute of Transportation Development, Beijing Institute of Measurement and Inspection, Beijing Jingkai Intelligent Control Energy Management Co., Ltd., and Beijing Energy Conservation and Environmental Protection Center, which were awarded the "National Energy Resources Measurement Demonstration Project". Yao You, deputy director of Beijing Municipal Market Supervision and Administration, suggested that the appraised units further sort out the measurement technology and management problems in the demonstration projects, formulate the overall solution of energy resources measurement that adapts to the characteristics of industry development and truly solves the problems, and recently form the energy resources measurement standard system of this project, so as to provide replicable, popularizable and borrowable energy resources for the same industries and fields in the whole country. The technical routes and service schemes of energy resources measurement are also discussed. Zhang Yiqun, deputy director of the Metrology Department of the State Administration of Market Supervision and Administration, said that the transformation of scientific and technological achievements such as new technologies and new products in the field of energy and resources measurement into open areas and their promotion and demonstration in the whole country would play an important role in promoting the level of national energy and resources measurement work.
