New chemical parks are prohibited in Zhengzhou, Henan Province

Recently, the General Office of Zhengzhou Municipal Government of Henan Province issued the Work Program for Zhengzhou City to Promote Industrial Structure Adjustment and Win the Strong Battle of Pollution Prevention and Control (hereinafter referred to as the "Program"). Reporters learned that by the end of 2020, Zhengzhou will adjust and optimize the industrial layout, scale and structure that do not conform to the orientation of ecological environment function, prohibit the construction and expansion of new industrial projects with excess capacity, and prohibit the addition of new chemical parks.
The Plan clearly prohibits the addition of new chemical industrial parks, does not approve new chemical enterprises outside the park, and does not approve new. For newly renovated and expanded chemical projects for enterprises with imperfect environmental infrastructure or long-term unstable operation.
Proposed in the Plan that we should strictly implement the requirements of total energy consumption and "double control" of intensity, the target task of coal consumption reduction, pollutant emission and other total control requirements, strengthen the environmental assessment of key regions, key river basins, key industries and industrial layout planning, and adjust and optimize the industrial layout that does not conform to the functional orientation of the ecological environment. We should strictly control environmental risk projects in key river basins and key regions in terms of scale and structure. We should strengthen the centralized renovation of development zones, industrial agglomeration zones and industrial parks, and carry out the transformation to meet the standards within a time limit.
In principle, it is forbidden to build or expand traditional industrial projects with excess capacity, such as steel, electrolytic aluminium, cement, glass, traditional coal chemical industry (methanol, synthetic ammonia), coking, foundry, aluminium carbon, etc., and to build or expand coal-fueled refractories, ceramics and other industries. Projects and enterprises.
The Plan points out that Zhengzhou will also intensify its capacity reduction efforts, and eliminate backward and substandard enterprises that can not meet the standards by the end of 2020. By the end of 2020, the management of key industries in the city has basically reached the green environmental protection standard.
The overall objective of the Plan is to complete the tasks of on-site transformation, retreat into parks, transition to production or closure and withdrawal of heavy polluted enterprises in urban built-up areas by the end of 2022.
