Shaanxi coal opens a new way of cooperation to alleviate the energy shortage

On the morning of October 31, Hunan Provincial Development and Reform Commission and Shaanxi coal chemical industry group Co., Ltd. signed an energy strategic cooperation agreement in Changsha. According to the agreement, the two sides will cooperate in coal security, coal power joint venture, new energy development and other fields. Hu Weilin, party secretary and director of Hunan development and Reform Commission, and Yang Zhaoqian, party secretary and chairman of Shaanxi coal group attended and witnessed the signing of the contract. As the backbone enterprise of Shaanxi energy and chemical industry, Shaanxi coal group has been supporting the development of Hunan. Data show that at present, Shaanxi coal group has an installed capacity of 6 million kilowatts in Hunan thermal power plant, accounting for nearly one third of the installed capacity of Hunan thermal power plant. Since 2012, it has delivered more than 30 million tons of coal to Hunan, and three holding thermal power plants have generated more than 170 billion kilowatt hours of power, making an important contribution to Hunan's energy security and economic and social development. In October this year, Haoji railway, a new North coal South transportation channel, was opened to traffic, laying a solid foundation for deepening cooperation between the two sides.
It starts from haole Baoji in Ordos City, Inner Mongolia in the north and ends in Ji'an City, Jiangxi Province in the south. It passes through Huarong County, Junshan District, Yunxi District, Yueyanglou District, Yueyang Economic Development Zone, Linxiang City, Yueyang County, Pingjiang county and Liuyang City in Hunan Province. Before, coal from the north to Hunan, there was no direct railway, mainly relying on rail water intermodal transport. Not only the time is long, but also the traffic volume is limited. " Hu Weilin said that the completion and opening of the Haoji railway will be conducive to the development of coal resources in the Gansu Ningxia region and the protection of energy supply in Hunan Province. At the same time, Hunan is speeding up the construction of one of the five distribution bases of Haoji railway in Hubei, Hunan and Jiangxi -- Huarong coal and iron water combined transportation storage and distribution base. The project was approved by the national development and Reform Commission in 2014 and is composed of railway special line, logistics park and wharf. According to the plan, in the first phase of the base, it is planned to build four 3000 ton coal export berths (taking into account 5000 ton coal export berths), with a coal turnover of 15 million tons / year after completion; in the second phase, four berths are reserved, with an annual turnover of 43 million tons after completion. At present, the preliminary work of the project is carried out orderly. In recent years, Hunan has a strong energy demand, with annual coal consumption of more than 120 million tons.
With the implementation of the opinions of the State Council on resolving excess capacity of the coal industry to achieve the development of poverty alleviation, Hunan Province has closed down and exited backward coal production capacity, with an annual self-sufficiency capacity of about 10 million tons. The power, electricity and coal security of Hunan Province is facing a severe test. Hu Weilin said that in the new journey towards high-quality development, Hunan's demand for high-quality energy security is increasingly urgent. The strategic cooperation between the two sides has found the most economic, feasible and effective way to solve the problem of lack of energy resources in Hunan Province and the problem of energy resources consumption in Shaanxi coal group. According to the agreement, Shaanxi coal group will take Hunan as an important target market and key investment area, make full use of its own coal resource advantages, guarantee the coal supply of Hunan, and invest in the construction of coal power, new energy and other projects, ensure the energy security of Hunan, and help the economic and social development of Hunan with high quality. The development and Reform Commission of Hunan Province supports the development of Shaanxi coal group in Hunan, provides relevant preferential policies for the investment and construction projects of Shaanxi coal group in Hunan according to law, supports in project application, planning and layout, industrial access, resource allocation, external supporting and other aspects according to law, actively helps to coordinate and solve relevant problems, and creates favorable conditions for project construction, operation and further market development. To be specific, the construction of coal supply guarantee system: strive to supply no less than 12 million tons of coal in 2022 and no less than 20 million tons in 2025.
Coal power integration project construction: Shaanxi Coal Group invested in the construction of coal power integration project in Hunan, promoted the upgrading and replacement project of Shimen 2 * 600MW coal-fired power generation project and the phase III (2 * 1000MW) expansion project of Chang'an Yiyang Power Generation Co., Ltd. according to the overall planning and deployment of Hunan. And these two projects will be included in the "14th five year" electric power development plan of Hunan Province, actively connect with the national energy administration to include the project in the "14th five year" electric power development plan, support and assist the project to be included in the national second batch of key projects of coal power joint venture, ensure that the project is approved to start construction as soon as possible, give priority to supporting Shaanxi coal group's power generation enterprises in Hunan to access to the power grid, and guarantee power generation enterprises Good operation of the industry. Development of new energy projects: Shaanxi coal group has an installed capacity of 6000mw in Hunan Province and a holding capacity of 3300mw, of which the installed capacity of new energy is 20MW. According to the relevant provisions of the state on the consumption of renewable energy power, in order to meet the quota demand of new energy for thermal power grid access, Shaanxi coal group, while investing in the construction of coal power integration project, develops new energy and energy storage projects to achieve the balanced development of the group's power projects in Hunan. The signing of the agreement is a concrete measure to implement the spirit of the 11th Party Congress of Hunan Province, vigorously implement the strategy of innovation leading and opening up, and also an important support for the energy construction of the 14th five year plan of Hunan Province Hu Weilin said that in the next step, Hunan will actively strengthen communication and cooperation with Shaanxi coal group, improve the connection and implementation mechanism, strive to provide high-quality services, strive to create a good environment, and promote the strategic cooperation between the two sides to make substantive progress.
