US ITC Ends Investigation Against Chinese PVDF Resin Manufacturer Case Settled Without Penalty

On April 22, 2025, the US International Trade Commission (ITC) announced its decision to terminate the investigation into Inner Mongolia San’Aifu Wanhao Fluorochemical Co., Ltd. regarding specific polyvinylidene fluoride (PVDF) resins. The ruling, based on a settlement agreement, follows the ITC’s initial determination on April 1, 2025, which is now final and unreviewed.


The investigation began on February 14, 2025, after a complaint was filed by Solexis Group, Solvay Specialty Polymers USA, and Solvay Specialty Polymers Italy. The plaintiffs alleged violations of Section 337 of the Tariff Act of 1930, claiming that PVDF resins exported from China by Inner Mongolia San’Aifu, Zhejiang Juhua, and others infringed on US trade laws. They sought a limited exclusion order and cease-and-desist orders.


On March 28, 2025, both 3F (San’Aifu) and the complainants filed a joint motion to terminate the investigation based on a mutual settlement, with no objections from any party. The ITC voted unanimously on April 21, 2025, to finalize the decision, ending the case against San’Aifu Wanhao Fluorochemical.


This resolution highlights the increasing complexity of US-China trade disputes in specialized materials.
