ECHA Adds Three Hazardous Chemicals to the Candidate List
The European Chemicals Agency (ECHA) has added three new substances to the SVCH candidate list. Two of the substances are highly persistent and highly bioaccumulative.
They are used in cosmetics, personal care products and car care products, among others. One of the substances is toxic to reproduction and is used in textile treatment products and dyes.
List now contains 250 entries
The list currently contains 250 entries - some of which are groups of chemicals, so the total number of affected chemicals is higher.
These substances may be included in the Authorisation List in the future. If a substance is included in this list, companies will not be able to use it unless they apply for authorisation and obtain continued permission for use from the European Commission.

Consequences of inclusion in the Candidate List
Under REACH, companies have legal obligations when their substances are included on the Candidate List, either individually, in mixtures or in articles.
If the concentration of a Candidate List substance in a product exceeds 0.1% by weight, suppliers must provide their customers and consumers with information on safe use. Consumers have the right to ask suppliers whether the products they purchase contain SVHC.
Importers and producers of articles containing Candidate List substances must notify ECHA within six months of the date the substance is included on the list (25 June 2025).
EU and EEA suppliers of substances on the Candidate List, whether supplied individually or in mixtures, must update the safety data sheets provided to customers.
Under the Waste Framework Directive, companies must report to the European Chemicals Agency (ECHA) if they produce articles containing SVHC in concentrations exceeding 0.1% by weight. This report is published in ECHA's database on substances of concern in products (SCIP).
Under EU ecolabelling regulations, products containing SVHC cannot receive an ecolabel award.
