Qualification Certificate System for Edible Agricultural Products is Powerful

According to the official website of the Ministry of Agriculture and Rural Areas, on April 20, a National Symposium on the pilot work of qualified edible agricultural products was held in Huangyan District, Taizhou City, Zhejiang Province. The Symposium summarized the results and experience of the pilot work of the qualified certificate system for edible agricultural products, and called for further improvement of the system and work plan. The system of qualified certificate for edible agricultural products should be effectively and orderly promoted to the whole country, and some varieties should be selected for It will be tried out around unification. It is reported that as early as 2016, the Ministry of Agriculture launched pilot work in six provinces, including Hebei, Heilongjiang and Zhejiang. The aim of the system is to innovate the current supervision system for the quality and safety of agricultural products, implement the primary responsibility of the main producers and operators, and establish the whole process supervision mechanism from farmland to dining table. The original intention of the design of the certificate system for edible agricultural products lies in the fact that there are a large number of main bodies in the production and operation of agricultural products in China, the consciousness of main body responsibility is weak, the supervision at the grass-roots level is weak, and the production and operation of edible agricultural products is not standardized. In order to implement the Law on the Quality and Safety of Agricultural Products, in 2016, the Ministry of Agriculture issued the Notice on the Pilot Work of the Qualification Certificate Management of Edible Agricultural Products to Hebei, Heilongjiang, Zhejiang, Shandong, Hunan and Shaanxi provinces, and carried out the pilot work on the management of major edible agricultural products, and promoted producers and operators to standardize the issuance and use of certificates and to unify the patterns of the certificates of edible agricultural products. The key tasks are to strengthen the guidance and service of the certification of edible agricultural products, and to explore the effective management model of the certification of edible agricultural products.
Journalists of Beijing News learned that in view of the pilot work in Hebei, Heilongjiang, Zhejiang and other six provinces in 2017, the meeting on April 20 pointed out that the previous work explored the feasibility of the certification system in terms of system design and practical operation, and explored a set of effective system measures in the supervision of the whole process of agricultural product quality and safety through pilot tests and typical demonstrations. The meeting emphasized that the certification system is an important institutional innovation in the field of agricultural product quality and safety supervision. The next step is to summarize the pilot experience and select some varieties for unified trial nationwide. At that time, all localities should implement the relevant spirit of the State-run Opinions on Innovating Institutional Mechanisms and Promoting Green Agricultural Development, and establish a certificate system for producers and operators to issue, market operators to check and retain, and supervision and verification by regulatory authorities, so as to provide strong support for promoting high-quality agricultural development and promoting rural revitalization.
