Focus on building three major dairy cow farming agglomeration areas, namely, Bashang grassland pastoral area with Zhangjiakou and Chengde as the focus, piedmont plain agro-pastoral area with Shijiazhuang, Tangshan and Baoding as the focus, Heilonggang basin agro-pastoral area with Xingtai, Hengshui and Cangzhou as the focus, and other cities should speed up agglomeration according to local conditions. To implement the national policy of "grain to feed" and grant 60 yuan per ton to the whole plant of corn, alfalfa and other crops for storage; in addition to the national "grain to feed" project, municipalities and counties shall subsidize according to the national standards. By 2022, 40 excellent bulls will be independently bred and entered the world's leading ranks.

Bigger and stronger leading dairy processing enterprises. Supporting the merger and reorganization, new construction and expansion of key leading enterprises, introducing international advanced processing equipment and technology, expanding the production capacity of superior products, and building a world-class dairy processing base. Each dairy farming agglomeration area introduces and cultivates 1 to 2 leading domestic and foreign enterprises, and establishes more than 2 dairy industrialization consortia. Supporting eligible dairy enterprises to use the capital market to list on the main board and the new third board for financing. By 2022, 11 districts will build one pasteurized milk processing enterprise. With a view to stabilizing the sales expectation of dairy enterprises, when the fresh milk is relatively surplus and the products of enterprises are difficult to sell, according to 10% of the fresh milk purchased by dairy enterprises, the surplus fresh milk is subsidized by powder spraying, with a subsidy of 800 yuan per ton, including 500 yuan at provincial level and 300 yuan at city and county level, so as to stabilize the purchase of fresh milk by dairy farmers.

Create international first-class dairy quality. For the world first-class standards, we will study and formulate recommended local raw milk standards higher than those of developed countries in the dairy industry, so as to promote product upgrading with standard upgrading. We will study and formulate dairy quality industry standards that are in line with world-class standards, rectify and ban dairy enterprises that do not conform to standards according to law, and establish a "blacklist" system for dairy enterprises and a market withdrawal mechanism. By 2022, we will cultivate 2 to 3 dairy enterprises certified by the international authoritative standard system. Strengthen regular grading and full coverage sampling of fresh milk in provinces, cities and counties, strictly supervise inputs, increase sampling frequency of small-scale dairy farms (households), and dispose of unqualified fresh milk in accordance with regulations. We will strictly implement the labeling system for restored milk and investigate and punish enterprises that use restored milk but do not label it according to law. Support dairy enterprises to cooperate with domestic and foreign scientific research institutions to develop food safety bio-evaluation technology.

Enhance the brand competitiveness of dairy products. Actively explore the professional, high-end, international brand promotion route, and strive to build a well-known domestic and world-renowned breeding, dairy, dairy brand. Dairy farms are encouraged to declare international standards for certification, and a one-time reward of 500,000 yuan for certification is given. The dairy enterprises that first won the Chinese Quality Award, Nomination Award and Provincial Government Quality Award will be rewarded according to the existing policies. Support dairy enterprises to participate in the selection of global food awards, world food appraisal gold awards and global best new product brand awards and other international authoritative awards. Provincial subsidies shall be given to propaganda of Hebei dairy brand, holding related dairy conventions and exhibitions, etc. By 2022, we will strive to win three to five international awards. Supporting dairy enterprises to build brand experience platforms such as integrated production, marketing and tourism bases for dairy industry, incorporating them into the practice and education bases for primary and secondary school students, enabling consumers to experience the whole process of dairy farming and dairy processing from zero distance, and to understand the quality and safety indicators of fresh milk and dairy products.
