The following suggestions are put forward for implementation.

The implementation opinions pointed out that, based on the current resumption of production and guarantee supply, we should focus on long-term transformation to promote transformation, further improve the policy system of stable production and supply of live pigs, continuously enhance the capacity of pork supply and guarantee, and promote the construction of a new pattern of high-quality development of pig industry with high production efficiency, resource conservation, environmental friendliness, supply safety and coordinated production and marketing. By 2022, important progress has been made in the transformation and upgrading of pig industry, with the self-sufficiency rate of pork over 70%, the scale of pig farming over 85%, and the comprehensive utilization rate of manure in large-scale pig farms (households) over 90%. By 2025, the quality of pig industry has been significantly improved, with the scale of pig farming reaching over 88%, and the comprehensive utilization rate of manure in large-scale pig farms rearing over 92%. In the aspect of speeding up the resumption of pig production, the implementation opinions pointed out that strengthening the early warning of market information, guiding pig farms (households), especially large-scale pig farms to increase feeding and supplementary fences on the premise of ensuring animal epidemic prevention safety, and supporting key pig breeding enterprises to expand production capacity. Encourage and guide pig production enterprises in their jurisdiction to give priority to the supply of breeding pigs and piglets to pig farms (households) in the province, and give priority to meeting the needs of breeding in the province. At the same time, strengthen the procurement of seedlings from outside the province, so as to solve the problem of insufficient supply of current provenances.

_Increase financial and other policy support. The implementation opinions pointed out that the implementation of pig breeding subsidies to support the resumption of production in large pig-breeding counties. Expedite the test and appraisal of facilities and equipment related to pig production, increase the efforts to purchase subsidies for new farm machinery related to pig production, so as to make up for them. To classify and categorize the financial support capacity of cities, counties (cities) and pig farming counties, reduce the proportion of financial commitment of African swine fever killing cities and counties. The local subsidy funds for the killing of African swine fever and the innocuous treatment of sick and dead pigs will be fully implemented. The distribution of funds will be adjusted from the current annual settlement to the semi-annual settlement. We will continue to implement the policy of discount on pig farms and large-scale pig farms, extending the period to 31 December 2020, and incorporating construction funds into the discount range. We will temporarily increase the insurance coverage of viable sows from 1200 yuan to 1500 yuan, expand the coverage of breeding insurance, strive to achieve full coverage, and actively carry out pilot pig price insurance. Innovation of financial credit products, in accordance with the law, under the premise of controllable risk, explore land management rights, farming enclosures, large-scale farming machinery into the pledge scope, broaden the financing channels of farmers. Piglets and chilled pork will be included in the "green passage" policy of fresh agricultural products transportation. Vehicles legally transporting breeding pigs and frozen pork will be exempted from vehicle tolls by 30 June 2020.

In terms of ensuring the development land of pig industry, the implementation opinions pointed out that all localities should include the development land demand of planned and eco-recycling pig farms in the plan of not less than 5% new construction land for the integration of rural production, production and production, and encourage the use of urban and rural construction land to increase or decrease the linked savings index to ensure the development land of pig industry. To implement the policy of facility farmland, we should rationally determine the scale of production facilities and subsidiary facilities such as pig farming pens, factory area corridors and greening isolation belts according to the scale of farming. Without occupying permanent basic farmland, we should allow pig farming land to use general farmland. As a farming use, we need not make up the balance of cultivated land, and cancel the upper limit of 15 mu of subsidiary facility land for pig production. Pig farming land as facility farmland, according to the management of farmland, does not need to go through the examination and approval procedures for construction land.

Strengthening the supply of pork market, the implementation opinions mentioned that the task of local frozen pork reserve should be strictly implemented, and suitable storage opportunities should be enlarged in areas where conditions permit, enterprises with conditions should be encouraged to participate in pork storage, and social cold storage resources should be mobilized to participate in frozen pork reserve. According to the change of market price, the reserve frozen pork should be put into storage according to the situation during the major festivals to ensure the effective supply of the market and keep the pork price in a reasonable range. In addition, the Implementation Opinions also pointed out that we should vigorously develop moderate scale management, cultivate and strengthen producer services, guide qualified small and medium-sized pig farms (households) to upgrade, and develop family pastures of combining breeding and raising. To organize and carry out the popularization action of standardized ecological healthy breeding, support pig farms and large-scale pig farms to strengthen infrastructure construction, improve the level of intensive, automated and intelligent pig production, and focus on building a number of high-quality standardized demonstration farms or high-level beautiful ecological pastures. Encourage and support the construction of the whole industrial chain of large pig farming enterprises, and promote the integrated development of breeding, slaughtering and marketing. Accelerate the construction of modern pig breeding system, support pig farms to carry out production performance measurement and improve pig production capacity.
