Strictly implement the main responsibility of safety production. The main person in charge of the enterprise shall organize experts and technical backbones to fully identify the safety risks of production stop and limit, scientifically formulate the production stop and limit plan and emergency response plan, and strictly organize the implementation according to the regulations. Strictly implement the system of the person in charge of the enterprise and the technical personnel to follow the shift, supervise the whole process of production stop and limit, and timely grasp and handle the abnormal situation. For the hazardous chemical enterprises with long shutdown time, the hazardous materials in the replacement equipment pipeline shall be emptied, the remaining hazardous chemicals in the production site shall be centralized in the warehouse for unified management, and the safe partition between the warehouse (tank) area and the production device shall be done well, the reserves shall be minimized as much as possible, and regular maintenance, inspection and detection shall be carried out.

Metallurgical and building materials enterprises shall discharge materials in strict accordance with the operation procedures, cut off all kinds of energy media in order, and put an end to all kinds of illegal operations and risky operations. Open pit mines shall be disposed of in accordance with the safety regulations for metal and nonmetal mines, and blasting operations shall be stopped, and transportation vehicles shall be stopped. Strengthen the safety education and training during the period of production suspension and restriction, strengthen the training and assessment of safety operation procedures, risk identification and control, hidden danger troubleshooting and management, emergency rescue skills, etc., and improve the safety awareness and ability level of employees.
