The Symposium on promoting the development of the Yangtze River Economic Belt held in Chongqing on January 5, 2016, and the symposium held in Wuhan in April 2018, systematically planned major measures to guide the development of the Yangtze River economic belt. From January to November 2019, the proportion of excellent water quality in the Yangtze River Economic Belt reached 82.5%, up 3.4 percentage points year-on-year, 6.1 percentage points higher than the national average; the proportion of inferior V category was 1.2%, down 0.5 percentage points year-on-year, 2.8 percentage points higher than the national average. In the first three quarters, the GDP of 11 provinces and cities along the river reached 31.46 trillion yuan, a year-on-year increase of 7.1%, 0.9 percentage points higher than the national average growth rate, and the proportion of total economic output continued to increase. Taking Yichang, Hubei Province as an example, the key to Yichang's high-quality development is to crack down on "chemical industry encircling the river", carry out "Customs reform and relocation" for heavy chemical pollution enterprises, and carry out industrial transformation and upgrading to promote green development. By the end of 2019, Yichang has shut down 38 chemical enterprises, completed 59 technical transformation projects for 52 Local transformation enterprises, completed the construction of relocation projects for 18 relocated enterprises, and transferred 7 enterprises into non chemical projects. Although the Yangtze River economic belt has made positive progress in many aspects, the head of the Foundation Department of the national development and Reform Commission said frankly that high-quality development still faces many difficulties and challenges. Among them, the situation of ecological environment of the Yangtze River is still severe, the discharge of various pollutants is still large, the over exploitation of coastline resources, and the decline of aquatic biological resources has not fundamentally reversed. In addition, the development level of multimodal transport and river sea transport is still low, and the "last kilometer" of comprehensive transport hub with port as the node needs to be opened urgently. There are also some problems, such as the great pressure of capital investment, the insufficient joint efforts of grasping the Yangtze River protection. In order to promote the green development of the Yangtze River economic belt, we need to remove the obstacles of imperfect system and mechanism, use innovative thinking and reform methods to make up for the shortcomings and activate the development momentum.
