Several compulsory national standards have been issued

ECHEMI 2020-04-07

GB 30981-2020 limit of harmful substances in industrial protective coatings: all technical contents are mandatory; GB 24409-2020 limit of harmful substances in vehicle coatings is implemented on December 1, 2020; all technical contents are mandatory; GB is implemented on December 1, 2020 38469-2019 limits of harmful substances in marine coatings: all technical contents are mandatory, and GB will be implemented from July 1, 2020 38468-2019 limit of harmful substances in indoor floor coating: all technical contents are mandatory, and the mandatory standard will be implemented on July 1, 2020: the standard implemented by mandatory means such as laws and administrative regulations within a certain range, which has legal attributes.

In other words, the product you supply to the market must meet the requirements of this standard. There are many standards about coating. When there is a dispute between the coating supplier and the user, if there is no mandatory standard for the product involved, and the two parties have not agreed on the product standard in writing or signed a technical agreement, the judgment of the product conformity is often lack of basis, or the judgment basis is often beneficial to the supplier. However, if the product has mandatory standards, the judgment basis is very clear. Therefore, for products with mandatory standards, manufacturers must pay enough attention to them, or they will face the following risks:

     1. The risk of exposure to the whole society in case of non conformity in routine sampling inspection by the quality supervision department. This is very common in interior decoration coatings (interior latex paint and wood coatings, but also mandatory standards).

2. There is a risk of claims for the sale of customers' non-conforming products. Whether or not the customer requests that the purchased products meet the requirements of mandatory standards, the products you produce and sell need to meet the requirements of mandatory standards. If the customer induces you to supply coating products that do not meet the requirements of the mandatory standards at a low price, your product quality responsibility will not be exempted, because the technical requirements of the mandatory products are proposed by the state, not the customer.

3. Project owner claim risk. We have noticed that some technical requirements in this standard (such as the limit requirements for the content of harmful heavy metals) can be completely used to carry out the inspection of the content of harmful heavy metals by peeling the coating film after the completion of the coating project (the inspection fee is very cheap, the simple test pencil that can be used for the initial inspection on site is only 30 yuan a piece, and the third-party organization detects the content of heavy metals is more than 100 yuan each) In case of non conformity, the contractor can refuse to pay the project payment and claim against the contractor, and the contractor will naturally claim against the coating supplier.

Take a look at the case that Beixin building materials, which is hot in recent days, has been sued for more than 2 billion yuan for exporting gypsum boards that do not meet American standards to the United States. Everyone, it's the chance to collect wool legally! These compulsory national standards will have a great and far-reaching impact on the industrial coating industry and its upstream and downstream, including:  The demand for pigments and fillers containing harmful heavy metals in the coating industry will decrease or even disappear, such as lead chrome yellow, red lead, etc.; The demand for some organic solvents in the coating industry will decrease or even disappear, such as glycol ether solvent, halogenated hydrocarbon, etc.; The industrial coating industry will be heavy New shuffle. Those coating manufacturers who are weak in technical ability and rely on low price to manufacture and sell products that do not meet the requirements of the standard will be phased out; For downstream customers of coating, they will face the increase of coating cost and cost due to the need to use coating that meets the requirements of the standard.
