South Korea Imposes 5-Year Antidumping Duties on Chinese Petroleum Resin Tariffs as High as 18.52 Percent
On July 11, 2025, South Korea’s Ministry of Economy and Finance announced new antidumping duties on petroleum resin imported from Mainland China and Taiwan, effective for five years. The duties range from 2.26% to 3.50% for Mainland China and 7.07% or 18.52% for Taiwan. The measure targets products under customs code 3911.10.1000, but excludes C9 petroleum resin with a softening point of at least 130°C.
Interested parties must submit their comments by July 25, 2025.
This decision follows a comprehensive investigation launched in August 2024. In February 2025, provisional tariffs of 4.45%–7.55% were imposed, later extended until July 31, 2025. On May 22, Korea’s Trade Commission gave a positive final ruling, recommending a five-year duty to counter unfair pricing.
The move is expected to reshape the regional petroleum resin market, with Chinese and Taiwanese exporters facing higher costs and potential shifts in trade flows.
