Shanxi released data on April 12. In the first quarter of this year, according to the completion of added value of enterprises affiliated to Shanxi Province, non-coal industry accounted for 44.8%, which was 1.3 percentage points higher than 43.5% in 2018. Non-coal industrial restructuring has been steadily intensified. In 2018, Shanxi SASAC proposed that Shanxi state-owned enterprises should allocate more resources to the development of new industries and new momentum, and strive to achieve "structural reversal" of coal and non-coal industries of provincial enterprises through three years of efforts. According to the target, in the next three years, the value added of enterprises affiliated to Shanxi Province will increase by 10.9% annually, and the proportion of advanced coal production capacity will increase from 55.2% to more than 70%. The value added of the coal industry declined by an average of 4 to 5 percentage points annually, and its proportion dropped to less than 50%. It is known that coal and non-coal industries are classified in terms of assessment. Among them, coal enterprise indicators are divided into two categories: common indicators and individual indicators. Common indicators are added value of coal, proportion of advanced production capacity and coal conversion rate. Individual indicators are determined according to the requirements of transformation and development of coal enterprises, catalogue of main and auxiliary industries and layout direction of state-owned capital. Non-coal enterprises should adopt value-added indicators in a unified way, which should be determined by different industries according to the actual situation of each enterprise. In addition, the results of the assessment are linked with the dynamic adjustment of the list of key enterprises in Shanxi Province, the salary and appointment and removal of the head of state-owned enterprises, so as to strengthen the constraints.
