Hunan Provincial Market Regulatory Bureau Implements Sample Inspection

In order to grasp the food safety situation and scientifically evaluate the food safety situation throughout the province, according to the work plan of the General Administration of Market Supervision and the relevant requirements of the Provincial Food and Security Commission for the food safety evaluation and assessment of the municipal and state governments, the Hunan Provincial Market Supervision Bureau organized and implemented the food safety evaluation sampling inspection work of the whole province in 2019.

Evaluative sampling inspection will reasonably determine the varieties, items and quantities of sampling inspection, gradually strip the evaluation function of food safety supervision and sampling inspection, and analyze and evaluate the food safety status of key food varieties in different areas, taking into account the characteristics of the layout of food industry, production and operation, and dietary structure in our province.

Provincial Market Supervision Bureau through government bidding procurement, identified by six units in the province's 14 cities, 124 counties and municipalities (administrative areas) to carry out a total of 4340 batches of evaluation sampling inspection. According to the characteristics of the dietary structure of the residents in Hunan Province, six kinds of food, including rice, noodles, oil, meat products, frozen food, bean products, leaf vegetables, eggplant and fruit, fruit, fish and shrimp, eggs, livestock and poultry meat, were selected, which are closely related to the daily diet and life of the public. Five kinds of food were classified to determine the key items such as residues of agricultural and veterinary drugs, heavy metals and food additives which are easy to abuse.

This sampling inspection has set up sampling points for food safety evaluation in the whole province, and 6-12 sentinels have been set up in each county and urban area (administrative area). Considering population distribution, industrial distribution, product and regional distribution, regional and seasonal consumption, a certain number of food production and management units are selected in urban and county border towns, urban-rural junctions, some administrative villages and bus stations, railway stations, high-speed railway stations and the periphery of campus. The school canteen serves as a sampling post. Other sampling areas will expand randomly to the surrounding areas centered on the government's residence in the county and urban areas, covering food business formats such as shopping malls, supermarkets, agricultural and trade markets, catering units of different scales.

This evaluation sampling work adheres to the principle of double randomness and scientific rationality, innovates evaluation methods, adopts fixed sampling period, arranges supervision sampling items, judges the results according to national food safety standards, and evaluates the statistical results of the qualified rate of sampling inspection, which can objectively and truly reflect all parts of the country.
