Shandong industrial structure adjustment: chemical industry accounts for 35%+
On September 24, the 23rd meeting of the Standing Committee of the 13th Shandong Provincial People's Congress will hold a joint meeting to inquire about the treatment of black and odorous water bodies in cities across the province.
Xu Zhusheng, deputy director of the Shandong Provincial Development and Reform Commission, answered two questions on "Specific Measures to Reduce Pollution from the Source" and the "14th Five-Year Plan".
Xu Zhusheng introduced that at the beginning of the 13th Five-Year Plan period, Shandong had two 70%: traditional industries accounted for 70% of the entire industry, 70% of which were heavy chemical industries such as steel and petroleum. However, the six major energy-consuming industries (chemical raw materials and chemical products manufacturing, non-metallic mineral products, ferrous metal smelting and rolling processing industry, non-ferrous metal smelting and rolling processing industry, petroleum processing coking and nuclear fuel processing industry, electric heating Production and supply industries) use 73% of energy consumption and only provide 34% of taxes. In addition, the problem of energy structure is prominent, which is reflected in two 80%: 80% of energy use is coal, and 80% of power plants use coal power, which leads to serious pollution at the source. Therefore, Shandong has been working hard in structural adjustment and transformation of development mode.
Multi-industry of papermaking, steel and chemical plants
Reduce capacity and adjust structure
On the one hand, tighten measures and intensify governance. For example, during the "South-to-North Water Diversion" period at the end of the 12th Five-Year Plan period, rivers in Shandong were seriously polluted. At that time, there were about 1,200 paper mills in Shandong, 80% of which used straw pulp. Because paper mills are mostly built along rivers, they have extremely serious water pollution, and there is a saying that "a paper mill pollutes a river". After 7-8 years of governance, there are currently a total of 200 paper mills. In addition, Shandong has five of the world’s top 100 paper-making companies, and our province accounts for four of the top ten in the country. The water quality has been greatly improved compared to the previous one.
On the other hand, actively reduce production capacity. Taking steel as an example, the capacity has been continuously reduced since the 12th Five-Year Plan, and currently only 80 million tons are retained, which basically matches the demand in our province. The tax generated by one ton of coal consumption in the iron and steel industry is only 1/40 of that of automobiles, and the pollution is extremely serious. In addition, it is determined to implement the capacity reduction strategy in various aspects such as electrolytic aluminum, coke, and chemical plant renovation. Until today, the industrial structure of our province has improved significantly.
At the same time, vigorously develop the four new economies ("new technologies, new industries, new formats, new models") from 21.7% in 2017 to 28% last year, and the goal this year is to reach more than 30%. Up to now, the high-tech industry has increased by 6.3 percentage points in the past three years.
Judging from the results of water treatment, there are 52 drinking water sources in cities above the prefecture level, of which 51 meet or exceed the third-class water standards.
Talking about planning: the distribution of coastal steel will reach 70%, and 112,000 5G base stations will be built
Regarding the work plan for the "14th Five-Year Plan" stage, Xu Zhusheng said that traditional industries will continue to make efforts to improve the development level and adjust the industrial structure. As Shandong's dominant pillar industry, the petrochemical industry plays an important role in becoming bigger and stronger. For example, in the current industrial structure, petroleum accounts for 80% and chemical industry accounts for 20%. After adjustment, chemical industry will account for more than 35%, focusing on intensive development. Another example is the steel industry. Shandong has 19 steel companies in 11 cities, of which only 25% are located along the coast. After the adjustment, the distribution of coastal iron and steel will reach 70%, which can maximize its advantages in logistics and environmental protection.
In addition, vigorously promote emerging industries. Shandong will build 112,000 5G base stations and 30,000 industrial APP application platforms in three years.
